The History of China Post

China Post, which is fully named China Post Group Corporation, is a state-owned enterprise that is the official postal service of China. China Post provides its postal services to mainland China.

China Post does not provide services to China’s special administrative regions (SAR) or Hong Kong. China Post also does not provide postal services to Macau. Hong Kong, Macau, and SAR have their own postal service that is independent to the mainland’s.

In 1878, the Customs Post Office of the Qing Empire was created. It was established by Robert Hart, who was a British diplomat and an official in the Qing Chinese government.

The Customs Post Office had five branches that were located in major trading cities, and on March 20, 1896, the Customs Post Office became known as the the Great Qing Post.

In 1911, the Great Qing Post became independent of China’s customs service, and in 1912, the Great Qing Post was renamed as the Chunghwa Post.

In 1929, Chunghwa postal service signed a contract with the China Federal Airways group. This contract made it so that Chunghwa post could transport airmail on three routes: the Shanghai-Hankow route, the Nanjing-Beijing route, and the Hankow-Guangzhou route.

Chunghwa Post then served as the primary postal service provider for Mainland China for two decades. Its function as the main postal service provider for Mainland China ended officially in 1949 when the current official postal service of the People’s Republic of China replaced it.

China Post joined the Universal Postal Union (UPU) in 1972, and it continues to be a member today. The Universal Postal Union was established in 1874 by the Treaty of Bern, and the UPU organizes the postal policies among member nations.

China Post was formerly administered by the Ministry of Posts and Telecommunications, and it is currently supervised by the State Post Bureau of the PRC (People’s Republic of China). The State Post Bureau is the official government agency that is responsible for governing and regulating China’s Postal Services.

The State Post Bureau used to report to the Ministry of Industry and Information Technology, but it is now under the administration of the Ministry of Transport.

China Post engages in postal business ventures legally, and it is responsible for maintaining and increasing the value of the state-owned assets that it receives to operate.

China Post’s main business scope includes delivering mail both domestically and internationally as well as circulating journals, newspapers, and books. China Post’s business duties also include issuing stamps, logistics services, postal financial services, and producing and selling philatelic collections.

How Long Does it Take to Receive Parcels From China Post?

The delivery time depends on the type of China Post service you chose — standard postal service or China Post express service. The coronavirus pandemic caused serious delays in China Post parcel shipping, especially from March to June 2020. But since July 2020, the delivery time for China Post has improved. To know how long it takes to ship from China with China Post, you can estimate this from the delivery times last year.
 

It takes an average of 20-30 days for packages to be delivered from China to countries in Asia. 30-60 days to deliver to the United States and Europe, and longer for countries in Africa and other countries where the postal infrastructure is less developed. Packages to developed countries generally take a shorter time to be delivered.

Как известно, ведущим игроком на почтовом рынке Китая является «China Post» — национальная почтовая служба Китая. Качество её работы находится на приемлемом уровне, при этом большинство посылок, отправленных с её помощью, приходится на внутренние почтовые отправления в границах самого Китая.

Тем не менее, возможности «China Post» позволяют отправлять разные виды посылок в ближнее и дальнее зарубежье. Одним из способов доставки почты за рубеж является «China Post Registered Air Mail». Это довольно экономичный и неспешный способ доставки (доставка приобретённого товара в страну назначения здесь обычно составляет 2-4 недели). Данный вид доставки позволяет работать с посылками до 2 кг с возможностью отслеживания их текущего местонахождения с помощью трекинг-номера.

Обычно такой способ доставки выбирается продавцом при отправке каких-либо товаров ценой более нескольких долларов. Оплата за трекинг обычно составляет 1,8 — 3 доллара США, потому использовать его с товарами на такую же или меньшую сумму бессмысленно. При этом трекинг-номер обычно состоит из 13 символов, начинаясь с буквы «R» (Registered), и заканчивается буквами CN (China – Китай) – обозначение страны, из которой проходит отправка почты.

При этом, когда посылка попадает из Китая в Россию, то отслеживать её местонахождение можно будет можно с помощью официальной страницы сайта «Почта России».

Почтовые тарифы

Базовый тариф на международную отправку оператором China Post сравнительно невелик. Отправить куда-нибудь в Европу мелкий пакет в пределах 100 г стоит всего 18 юаней (1 юань примерно равен 5,4 руб.). А вот за каждые дополнительные 100 г веса придется доплачивать еще по 15 юаней. Как уже было сказано выше, большинство мелких пакетов из Китая по умолчанию отправляются незарегистрированными, так как это самый дешевый вид отправления. Получение трек-номера оплачивается дополнительно (примерно 2-3 доллара), как и страховка отправления. Стоимость страхования исчисляется просто: за каждые 100 юаней оценочной стоимости – 1 юань страховки.

Разумеется, услуги службы экспресс-доставки EMS China Post стоят значительно дороже. Для точного расчета можно воспользоваться тарифными таблицами или калькуляторами расчета стоимости на китайских или российских почтовых сайтах. Ориентировочно можно сказать, что посылка в Россию или Украину весом 1 кг в этом случае обойдется отправителю в сумму от 300 до 450 юаней.

Классификация отправлений

Принцип классификации международных почтовых отправлений в Китае – обычный для всех членов Почтового союза: отправления весом до 2-х кг именуется мелким пакетом, свыше 2-х кг – посылкой.

Мелкие пакеты бывают регистрируемые либо нерегистрируемые, а вот посылки регистрируются по умолчанию, регистрируются также любые отправления при отправке их экспресс-службой EMS.

Соответственно, зарегистрированное отправление дает возможность отслеживания его перемещения с помощью специальных интернет-сервисов, как официальных, так и независимых, а незарегистрированное – не дает.

Для осуществления отслеживания отправлению присваивается уникальный код из 13 знаков, где первый знак обязательно обозначает категорию (R – мелкий пакет, C – посылка, E – EMS-отправление), второй символ добавляется для повышения уникальности и может быть любым знаком латиницы, далее следует 9-значный цифровой код, а последними двумя символами обозначается страна отправителя. Код страны, из которой отправлена посылка, является типовым согласно стандартам UPU. В частности, все отправления, пересылаемые из Китая, оканчиваются буквами CN.

Если трек-номер для вашей посылки не был предоставлен вам магазином, стоит выяснить – возможно, его приобретение предлагается как отдельная услуга за дополнительную плату (как правило, незначительную).
